That's sapphire in pokemon special manga / pokemon adventures. She has them because she's like a "savage girl", she even got claws at some points of the story.

XD I know perfectly Sapphire's blue cloths represent her the most
but this is the pic I decided to use for her and it was at the time where she had this color of cloths, and I wanted the colors to stay to fit the story
UYeah I was going to put the badges ... but they didn´t had any importance in the pic I wanted to do, so I took them out.
