Erm... i not so like this girl's face, but i tried edit many time but still the same. In this time the BG is reference from Ito Noizi. you know the first time sketch bg wasn't like this, but it was just nothing without those leaves, so that i just take reference from it XD.haha and also this is my 1st time on CG waterit was so bad T_T.Edit. I had edited a little face and water. Hope that this will be better.

-tsks- Mok. You forgot to put the mature content on the picture. Oh and might I add that I find blatantly nude pictures highly distasteful... Anyway, your anatomy and hair needs work. I will not be covering the face since that without clothes, the picture is crying out for me to critique it 
Upper hand: I can't tell if it is facing outwards or inwards. By the thumb, I shall assume that the palm is facing outwards. However, I suggest that you define the upper part of her wrist a little and protrude her palm a little more so as to make it clearer.
Chest: ...A good size. Except when you compare it to her lower body, it is ridiculously large and proportionally unrealistic. However, comparing it to the head, it is a correct size. Your waist and hips are the problems here.
Waist+Hips: Far too small, it's smaller than the size of the head for goodness sake. I don't know who told you the myth that the waist must be alot smaller than the torso because it is not. The waist extends directly downwards from the torso and widens out at the hips. The hips themselves are smaller than the chest which is clearly mishapen, considering the accurate body size for a woman is to have hips around the size of the chest or larger(Do not tell me that the hips are the size of her chest, becahse what is the size of her chest are her legs which are apart rather than together). Also, i have no idea what the two flaps between the legs are. I can tell you, they do not exist on any female I know of, including myself.
Lower arm: Foreshortening-failed.When the hand is so far across her chest, the elbow should be directly in front of the shoulder not somewhere to the side. Also, when you are trying to foreshorten, you should as far as possible, try to connect the lower arm directly to the elbow and stop only a short distance from it. This is to indicate that the upper arm is bieng foreshortened. Then you should draw another line under the arm and as far as possible, think of the arm as slightly detached from the body. In that position, I would have suggested that rather than extending a line from the breast, you extend a line from the arm to indicate the pectoral muscle region.
Hair: It is...water. Her hair should be drenched and hanging from her head rather than being so fluffy, with two huge...antenna's sticking from the top of her head. Also, I, as any female, can tellyou that hair does not work that way. When hair is so ridiculously long, it does not sway into one huge circle. And neither does it stick out. It hangs down even more simply because of its weight. It should be floating around in the water at this rate.
Okay. I think your drawing has taken enough critique...Sorry if I have offended you in any way. I suggest you go take a look at this human figure tutorial created by =kitten-chan : [link] She has some of the most accurate anatomy that I have seen in a long time. Besides =gunnmgally that is, but gunmgally lacks a tutorial.

The water look more realistic, but the character reflection on the water is missing. But due to the color you have used for the water, i think reflection can be dismiss. As for face... I can't remember how the previous look like....swt
