Terra wears a hakama to make him seem more samurai-like -- that's the kind of clothing the samurai used to wear. Hakama might look skirt-like, but they don't feel particularly restrictive, so I doubt he'd have trouble running in them.
Though, yeah, in this case, it's probably just the cursed tracksuit. XD
