Ooh, I can answer this!
Basically, it's a multiplayer command. When you scatter confetti, if the confetti touches another player, it allows them a guaranteed critical hit on their next attack.
Somewhat helpful in multiplayer, but completely useless otherwise.

i know right?? when i saw it the first time i was like huh? what kinda command is this? hmm let's see, and then i tried it and i was like.....ok...nice to see the characters do it but it's completely useless lol it's just like the break-time command (i think that's what it was called) It's cool to see the characters use the command but it's totally useless haha
