Xehanort's armor is actually seen (and fought) in Kingdom Hearts II and Birth by Sleep. In II, Xemnas utilizes it during the first act of the final battle. In BBS, the armor is fought as the final boss of the Mirage Arena, where it's called No Heart (Xehanort's name rearranged without the 'x').
