She was always meant to be female, Capcom changed her to male in the west,
because of violence towards females being frowned upon back then.
Nowadays Capcom just says "she is whatever you want her to be" as lazy as that is.

The vast majority accept her as a trap now, and Capcom haven't exactly disabused peoples' perceptions with her provocative designs.

But feel free to believe to see her however you like - as for vast majority - they dont give a fuck, they just like the character.

Well, far be it for me to speak for the "vast majority" (...heck, I haven't even conducted any surveys to that effect!).Β However, I, myself, have only ever encountered said character to be spoken of as a T-girl; at very least, "gender ambiguous".Β The one anomaly, or "Pacific differentiation" being that, for the West, she is considered pre-operative; for the Eat (Japan), post-operative (*clarified by some Capcom developer a while back).Β
But, as we've both implied, she's a fictitious character who is whoever one wants her to be... And in a world where are boys can be girls, and girls can be boys, Poison could even be "Panacea"!
