I love the glowing effect too. Only recently found out you could easily do this by creating a new layer with the mode "Color Dodge", it's seriously amazing how much better pictures look after you applied some bloom C:

You'll obviously have to paint on the layer before anything shows. I recommend an "airbrush"-brush and glowing colors
