usually paint bc it features a curve tool which helps to trace over screenshots

the one you can bend and shape, yes. what most pony base artists do is find a screencap, put it in bitmap format so the image is mostly greyed out, and trace over it with bright colors. they select all the grey bits and erase them out. (i think this is mostly right, i dont make bases but i remember seeing it be explained!)
