I made this in photoshop, you could make something similar in gimp or paint.net and then animate it with an online service.

To use it, all you'd need to do is type in a custom box or the description part of a featured deviation box " <_img src="(image address)"_> " without the underscores (you can get the image address by right-clicking on the image and selecting 'copy image address')
