Oh, and as far as which episode this is based on, I believe it's the one where Fluttershy is needed to help make the water tornado thing in order to get more water to Cloudsdale. Season 3, I think.

Really late answer, but...he's one of many background ponies you can see throughout the show if you focus on them instead of the main characters that are usually front and center. There are tons of them, and it's fun to make art of them for a change, instead of always making art of the main characters.
