TL;DR for the second frame:
Basically, when Luna and Roxie were besties at the time, Roxie fell into a coma.
She couldn't remember a single thing and couldn't afford to pay any bills, so Luna decided to take care of that and take Roxie under her care as her "big sis"* (even though she's younger than Roxie). Roxie didn't really have a family and was lonely most of the time, which is just another reason why Luna stuck with her.
"I just want her to be safe and happy, y'know?"

* Also, she calls herself that because of how she's always some sort of older sibling or mom in her group of friends, hence why she treats Roxie like her little sister she never really had.
