Macromedia Professional Flash 8, although it's been updated most recently to Adobe Flash CS4.

They're mostly the same anyway. Each version of Flash has a 30 day free trial, so you can always try the newer ones out.

Im using a damn trial right now XD
Im gonna die when it expires.
But I mainly like the type of lines your characters are drawn in, and the only lines I can get so far are smooth ones on Flash X.

I just use the paint brush tool. See if you can find a keygen to download for Flash X. It generates a keycode which you can put in for the 'full' version.
Although CS4 is the newest, so download that first, and you get another 30 day free trial with that too.
