Yep it does! I enjoy using sbp for the most part, but you do only get two layers, a background layer, and a background color layer (technically 4 total even though you can't do much on 2 of them). It's a pretty lightweight program, but it's also pretty cheap in comparison to the other options out there. Toon Boom is also supposed to be a good 2D animation program.
