Leader of the Royal Guard under King Cyrus. He is extremely manipulative, and along with other Royal Guard members, does questionable acts behind the King's back. The only time that Kato behaves himself is when he is in public or around his more mature brother Raztu.

When he finds out that there is a strange, unknown wolf (Kye) on the outskirts of the Capital, he goes to investigate. After discovering the wolf is just a pup, with no real relations, he creates a game out of hurting Kye regularly for his own amusement. He would only do this when Rika was not present, though, as she may tell her father, the King, and jeopardize his position. Also knowing that Kye may tell Rika, he threatens that he would kill him if he did so.

Kye, in fear, never tells Rika how he got his injuries, insisting that he "fell over" or other trivial accidents to explain them. When Kye was around 1 year old, he decided to face up to Kato, which ended badly for him, and after a short, brutal fight, he was left close to death.
