well this is an actual canon character in the show. appeared in Inspector Gadget and Gadget and the Gadgetini's. I just darkened his coat and tie.

Yeah I know I only seen him in gadget and the gadgetinis,
But the way you did his arms and all, just remanded me of my oc. ^^~
