This is the design from that....Damnit, I forgot it's name. The 3D animated series, the quite recent one...Right? I remember watching one episode of it randomly, and thought:"Holy shit, they made Soundwave so cool!

He's not mute. He's spoken before in the series, though his only line that wasn't a recording was "AUTOBOTS INFERIOR. DECEPTICONS SUPERIOR."

Oh I see. I've only seen one episode, so I really wouldn't know.
I dunno though, I've always found mute or almost mute characters to be either really cool or really scary. Metal Face from Xenoblade Chronicles is a great example; he starts off as the first Faced Mechon, with his mouth stitched up(with...iron wire? lol idk), so obviously he stays quiet...well, mostly, he makes creepy machine sounds. Later it's revealed that he's actually a character that died in the opening cutscene who got assimilated into the Metal Face. Basically, an expensive, giant and flashy mech-suit.
