The story would be either an adaptation of some of my previous stories, or something I come up with worthy enough to be adapted into a game (e.g. The duo have been kidnapped and drafted into a series of challenges where the winnings would to keep their very lives. Or, a story where Jean-Luc & Joey are just trying to enjoy their Saturday and open up a special package, only for it to be stolen. The Whackos would then go after that package, not knowing that they've stumbled into a war between two factions, A Survival-of-the-fittest challenge, an attack on the planet from a powerful supervillain, and an overall run-in with the mafia. So much for a Lazy Saturday.)
The gameplay would be a semi-open, semi-linear 3D platformer with levels where Jean-Luc & Joey work together to fight the bad guys and solve a mix of strange, eclectic brain puzzles. Action would be dedicated less on combat and more on creative, free-flowing platforming, and levels would be based on the pair's strengths and weaknesses. For certain places, context-sensitive segments would allow the boys to perform special actions dedicated to scenes that fit their mold. If Jean-Luc happened to be taken to an ongoing war, then he'd find a context-sensitive button that hands him guns and lets him go into this third-person shooter style of gameplay.
Jean-Luc and Joey would both have special moves when working together, or separated.
In certain levels, Jean-Luc would be more of an all-around character, but with a slight edge for combat than platforming. His ability to fly or shoot laser would be limited to power-ups, but shooting lasers from his fist would be readily available from the start as well as a few creative combat combos. He could also use his tail to hang on hooks, give him an extra boost for jumping, can be charged to give Jean-Luc extra height when jumping, a whip and can be used to give Jean-Luc extra range when performing a tornado spin-kick. If lucky, one of the devs may have slipped in a "bug" that lets him do a spin jump for extra airtime when platforming. He's stretchy and can stretch his arms to punch far away enemies or grab items far away (But that will leave him open to enemy attacks, so watch out). Jean-Luc's levels would be a mix between open-world platforming, context-sensitive mini-games/progression stages, or the classic Arcade Beat-Em Up. But in other cases, he might have segments where the gameplay will be switched up as long as these changes flow with the level provided and don't switch up the basic game controls.
For Joey, he's more of a strongman. While not as Combative as Jean-Luc, he's very useful when it comes jumps, dives, rolls, ground pounds (or Body Slams on his part), three-punch combos, a Super Hand-Slap-Clap, The Echoing Yell of Doom (a power that shoots harsh radio-waves for every yell, and is perfect for stunning harsher enemies), his amazing grappling tongue for big swings, and the all-powerful RAGE BLAST which gets Joey fuming when he eats Spicy Hot Radioactive Ghost Peppers. This blast can give Joey more powerful attacks and a special charge move which can really steamroll enemies that get in the way. His levels would be more platformer-based where the further you progress, the more difficult the platforming becomes to where you'll have to test all of your jumping skills learned through the game. It's especially helpful when finding secrets.
Jean-Luc and Joey love (and prefer) being resourceful! They'll use anything in their environment to assist them. Together, the duo work as one with both their separate moves combining into one. But as a bonus, Jean-Luc can be morphed into various tools that Joey can use to solve puzzles, defeat certain enemies/bosses, and more. At moments, you can swap characters and separate them in the same level in order to solve puzzles. Joey can also store items in his hat, which can range from keys, tools, weapons, and bonus items that can be pieced together to rest. If Joey eats anything that causes him to deform, inflate, explode, multiply, or anything else... Jean-Luc will use that to his advantage, especially when platforming. Jean-Luc can use Joey as a weapon and smash or throw him into foes, and when flying, Super Jean-Luc carries Joey around while Joey uses any weapon provided to shoot down any target around them.
As for vehicles, the Groovemobile is the primary vehicle to use unless its either captured, destroyed, or just... lost. Any other vehicle found would be designated to that level/world alone, and can't be carried over into other worlds. Vehicle stages can work as a racing segment, or be set for vehicular combat.
The rest of the Whackos (100% Julie, Ryan, Danny, and Melody) will flutter around the game either with tasks, races for special items/bonus material, weapons, tips & tricks, or to help the duo upgrade their moves or buy items/moves the duo acquired in game. If need be, they'll even be AI-controlled partners in levels that will help to fight baddies in segments that require them, or they'll need protection/assistance for critical tasks. Maybe in the next-gen sequel, they will be playable characters.

Sounds like an ambitious idea for a game. I can see Jean-Luc using his tail to fly like Muttley, Tails and Conker. XD
