Personality: Legion is a cold, calculating and ruthless individual who stops at nothing to achieve his goals. Often described as more machine than man, Legion acts swiftly and decisively, doing everything in his power to complete his objectives as efficiently as possible, all with an unflinchingly calculating and resonant demeanor. While he will not go out of his way to kill innocent civilians, and is often "disappointed" when such individuals are caught up in his ambitions, he generally seems to lack any real care for the lives of those around him, believing any casualties caused as a result of his actions are "necessary" for the greater good. 


Despite this, he can be surprisingly charismatic when the situation calls for it, and can even engage in conversation with his adversaries in the midst of a battle should he find merit in doing so. He often speaks in a very calm and rational voice when addressing his comrades and subordinates, choosing to deal with any potential failure on their part with a sense of reason and pragmatism as opposed to harsh punishments like other villains. He addresses Pro-Heroes with a similar tone of voice, but often acts in a more patronizing manner around them, subtly insulting them or their ideals while doing battle with them.


As Ryoken Kurogane, the man behind the mask when not performing acts of villainy, he appears to be a very casual, down to earth man with a sincere desire to help people. Keeping up a public front as an independent scientist, he performs exhaustive research on finding means of treating individuals whose Quirks are not compatible with their bodies. Friendly, outgoing, wise and extremely intelligent, one would never think that such a well-meaning man would be such a ruthless individual underneath. 


Likes: Working on his research, teaching and educating others, seeing his plans come to fruition, classical music, coffee, and katsudon.


Dislikes: Heroes, other Villains, violence and death without purpose, and most sweets.


Quirk: Technopathy


Legion can manipulate and control any form of technology that is powered by a form of energy, forcing them to operate and perform to any extent that he desires. This extends to devices that he invents himself, and he purposefully makes it to where machinery that he invents can only be operated through the use of his Quirk. This makes him especially dangerous in a world where technology is so advanced such as modern Japan, as he can override any security measure and even turn security devices (such as automated turrets and mechanized security bots) against their own masters.


His most deadly use of his Quirk is operating a highly advanced nanomachine system that he keeps on his person at all times, allowing him to create a massive arsenal of weaponry and other devices to suit his needs or provide him an edge in combat, in addition to also granting him a counter to almost any Quirk imaginable. This nanotech grants him numerous different offensive measures, some of which include but are not limited to:

- Mechanized tentacles strong enough to casually throw large vehicles with little to no strain.

- A powerful set of jet-propelled wings, granting him high speed flight and hovering.

- Various forms of energy-based weaponry, such as pulse cannons, plasma rays, etc.

- A wide arsenal of bladed weaponry, ranging from swords, claws, saws, drills, etc.

- Defensive energy shields and even a full suit of power armor, capable of withstanding all but the most powerful attacks.


Bio: 
Much of Ryoken's early life is relatively unremarkable, aside from his excellent grades and great achievements with scientific inventions, due in no small part to his Technopathy Quirk. In his mid thirties, Ryoken was recruited into a United States sanctioned black ops team called MOBIUS, in which he underwent extensive military training of the highest degree. MOBIUS dealt with potential terrorist threats around the world that rested outside of typical government jurisdiction, making use of Ryoken's Technopathy Quirk to disrupt enemy radar and communications and provide the team with an immense tactical advantage. It was during his time with MOBIUS that Ryoken was exposed to several unique and extremely dangerous Quirks belonging to Villains and terrorists alike, giving birth to his fear that Quirks were becoming more powerful and more dangerous with the passage of time.


It was during his time with MOBIUS that Ryoken would meet and subsequently fall for a fellow squadmate by the name of Evelyn Reid, and the two would later go on to have a son named Ren Kurogane. After amicably severing their ties to MOBIUS, the two chose to settle down in Sairo City, Japan, where Ryoken would use his talents to open a successful repair shop. This quiet and peaceful life would find itself upended when the War with the Paranormal Liberation Front found its way to their home city. The brutish servant of All For One, Gigantomachia, ripped and tore his way through the city, destroying anything in his path including Ryoken's home. 


When the former Special Forces agent came to, his wife Evelyn had been utterly crushed by debris and his son Ren was pinned under a great wall of concrete, struggling to breath. Despite his best and desperate efforts, Ryoken couldn't lift the debris alone, and was forced to seek help. He gave his son one last look of reassurance, promising Ren that he would find help, before climbing over the shattered remains of their home and calling for help, any help that he could find. To his sheer horror, however, Ryoken could see no one, for most all other civilians who could have helped were either dead or occupied saving their own loved ones. The Pro-Heroes who could have helped were busy chasing the great Gigantomachia in a hopeless attempt to stop more destruction. The fear that he once experienced when he was with MOBIUS, the idea that Quirks were becoming a danger to mankind, had seemingly come to fruition.


His stunned and silent state was interrupted in the worst way possible, for he would hear his son scream one last time, turning around just in time to see another piece of debris fall and crush Ren to death. Unable to take his eyes off of the gruesome sight, knowing that he wasn't there to protect his beloved wife and son, Ryoken could only fall to his knees and scream until his voice could no longer keep up with his grief. 


In the time that would follow, Ryoken would dedicate himself to researching a means of eliminating Quirks from the world, now utterly convinced that mankind cannot be trusted with this power, and that Villains such as Gigantomachia and All For One would only continue to appear and cause destruction wherever they could.


Trivia:

- This is a rebooted version of the character, fulfilling the same purpose as the original, but undergoing a much needed change in character and design.

- I felt the original version of Legion was too sinister and sadistic, much like All For One, and wanted to bring him down to earth a little more in terms of personality and differentiate him from other MHA villains.

- Additionally, my old design of Legion felt too much like a stereotypical anime villain, when I was really wanting something that more resembled a comic book supervillain.

- While Doctor Octopus has always been an inspiration for Legion/Ryoken Kurogane, here his influence is much more prominent, and I feel this makes Legion a better character overall while also paying respects to one of my all time favorite villains.

- In terms of voice actors, I picture Legion in the Japanese version being voiced by Kenjiro Tsuda, known most prominently as the voice of Overhaul from MHA. As for the English voice actor, I picture him being voiced by James Spader, known as the voice of Ultron from Avengers: Age of Ultron.

- His theme song is "Fear Inoculum" by TOOL.
