Haha, I guess he might look like a poor guy out of context, but he's actually one of the most charismatic characters in the book. It was never explained what happened to his arms (I assumed he was born without them, given how naturally he interacts with his surroudings even as a kid), and despite his complete baldness due to an illness he's described as radiant and handsome.
And he has friends for lighting his smokes for him
