Codex Update: The New Dawn InitiativeAfter the reconstruction of the Relay Network in 2187, the various leaders of the Galaxy sought secure a lasting version of their inter species cooperation. Having seen first hand the power and potential of a united galaxy, and seeing the advantages of a mixed race crew thanks to Commander Cole Shepard, the race was on to form a new level of galactic cooperation. The result was the New Dawn Initiative.
The New Dawn was created in late 2188 for one purpose, to secure the safety of the Milky Way Galaxy. Soldiers of the New Dawn are the first line of security to Galactic level warfare. Should any threat arise that effects the Galaxy as a whole the New Dawn is deployed to confront the threat. As such they can not intervene in inter species conflicts unless Galactic society is at risk or the Council declares the offending race an enemy of Galactic peace. Even then, the New Dawn's actions must be voted on by it's Parliament.
The Parliament is comprised of a representative from each race. Each representative is a high ranking member of its species military to ensure cooperation among the races. Other than emergency veto powers held by the Council, the New Dawn does not operate under any authority other than it's own. They remain unbound to any nation, world, or leader outside their jurisdiction. This is to ensure no one race can gain power over the New Dawn and use it against the others. However they do adhere to the Treaty of Ferixen, and keep their military presence with in acceptable boundaries so that they themselves do not become the totalitarian rulers of the Galaxy. As a result of this, all Soldiers of the New Dawn are required to relinquish all allegiance to the powers and govt of their races. And if a race or races rebel against the Galaxy, the Soldiers of the New Dawn must be prepared to face members of their own species in battle.
The New Dawn accepts all species into its ranks. However it has a tendency to look for outliers, or unorthodox individuals. People who have skills and abilities that go beyond the traits of their species, or show exceedingly impressive attributes. Examples of the latter include: genius level brain power, advanced weapon skills, or advanced Biotics for age or species. This level of selection has been called cherry picking, but is maintained under the idea that quality overcomes quantity. And as military ranks are relatively universal across species, the New Dawn had little trouble aligning their chain of command. The Soldiers of the outfit are known as Strategic Tactical Armed Reconnaissance Guards, or S.T.A.R. Guards for short.
The New Dawn maintains bases on each home world to ensure prompt response should the need arise. Their own base of operations is held on a previously uncharted Prothean colony world to ensure no conflict of interest arises due to ownership of the world. Their Basic Training facilities are held on the Prothean home world Khonvoum in the Kepler Verge. Though the identity and location of the world is classified.
Training is extremely brutal. Many N7 soldiers of the Alliance and High ranking Turian soldiers failed to measure up to the standard. Little more than two dozen recruits are put through each round of Basic and Advanced training, and the program grosses 150 recruits a year on average.
However, should any force be foolish enough to challenge the New Dawn, they will be met with a unified and diverse line of exceptional soldiers. Each armed with beyond impressive training, and individual skills honed to deadly perfection.
