Only indirectly. Diamond has the more direct blame. I don't hate Serenity for it, but it still bugs me when you consider that SHE is earth's leader. When the Dark Moon attacked the 30th century Earth, Neo Queen Serenity ordered all the scouts away from protecting the populated parts of the Earth, all to her palace to protect the Silver Imperium Crystal. As a result, many people died including Sin's mother and father right before her eyes, leaving she and her brother anshar orphaned. Apsu, a dark, but wise and dying sage, granted her and 4 others, Nabu, Marduk, Ishtar, and Nergal, powers of the Sailor Scouts even though they were human.

Their mission: to destroy the silver imperium crystal, prevent the countless wars fought over it, alter the timeline that prevents crystal tokyo from happening, allow humans to control their own destiny instead of blindly following the sailors, and either kill the sailor scouts or alter their destiny so that they never become rulers, and the powers are brought down from mother to daughter.
