He seems too fluffy for someone meant as evil. You know what i mean?
General Villian type is either kawaii cute female, or cruel and aggressive male. (I guess Donnamatrix can do both 
Is he a general? If he was the coat/pants can become his army uniform, Giving him the idea of "corrupt military" or just perhaps a doublecrosser.
If you don't go with that idea, try to give his pants something more definite then just loose pants. Something like decorative, tight, firm, Think more proper then casual. He's a villian. 'member? :3
Otherwise, not a bad start. I like the grr lines under his eyes. Good sense of cruel intentions there.

Oh man, I LOVE the coat. It really suits him.
Of course, with what he's wearing, he almost looks like he almost NEEDS that long forelock.
I can't wait to see the finished result.
