Arceus is the 'God' aka 'Leader'. That's why he's rolling his eyes.
Mesprit is the 'Being of Emotion', so she's giggling in the corner.
Moltres likes Ho-oh because (1) She's also a fire-flying type and (2) she's pretty :3
Articuno (if you go back to my old drawings, you'll see her with a different version of my lugia gijinka XD) and Milotic are crying because they're upset. (no need to go into detail here)

OKAY, here's my version of events (according to my bad memory of that random RP i had with Pasy to work out what to draw)
They were talking about the trainer challenges when Lugia mentioned that he regretted defeating a beautiful Milotic. Ho-oh tried to get his attention but he was still in a trance. So, being upset, Ho-oh flew off. Lugia yelled at her that he was kidding, and that she forgot her bag of Sacred Ash.
When he handed back the Sacred Ash, he kissed her on the forehead as an apology.

Which then lead to THIS picture.
