I was supposed to use this to study Painter, but I wanted to update my DevArt so bad that I skipped that and colored it with Photoshop heheh.There's an old Judy and Mary song called "Judy is a Tank Girl" and that's where I originally got the idea for this girl. For kicks, the name on the dog tag is "MARY, JUDY N." rofl. Anyways, there's also an old punk comic called "Tank Girl" that went on from the late 80s till mid 90s, I got some elements of her get-up from that.
As usual, I could've done better with this, but I just don't work that way

not sure how much this looks like tank girl....but its very cute nun the less, I thought she was smoking at first but the angle was all wrong, so i looked closer...clever lil lolly. I like the star too, it helps to give it that Jamie Hewlett look.
And for the record....there is a Ramones song called "Judy is a Punk" that comes to mind, checking this out
