You're thinking about it all wrong. This would be Lucy's preference on who she likes more, they aren't all right next to eachother.
for instance; lets say we're asking Levy, "what would your top 4 or 5 boyfriends list be?" obviously Gajeel is first, but she needs more, so she would think; "ok, if I couldn't be with Gajeel, I suppose Jet or Droy would be second best" does that mean thet both mean almost the same? of course not, but she was making a LIST, of out of the guys in the guild, who would she want to go out with, or consider going out with.
so now lets look at this again; Natsu is Lucy's top pick, because "she may secretly hold feelings for him", and they hang out the most. it says so right there.
with Gray, is says she MIGHT be interested as long as he doesn't strip. also, it only said Gray was interested in her looks, and such vanity will get a relationship nowhere. The last bit was merely to egg-on the GrayLu shippersΒ
But if I were in Lucy's shoes, of course Natsu is #1, but out of the rest, Gray would probably be second. Why? Loke is a playboy and Gajeel practically has a girlfriend, and is quite terrifying, and cold. It never said she feels almost exactly the same, and if anything, these are probably just the most popular Lucy ships in order
