OMG for a second i thought the clouds were moving and the stars were twinkling! KAWAII! Can i use this in a video for the akatsuki i'm making? i wanna use it for the ending credits...

Is that paint shop pro. If so please tell how to make cool clouds like that. O_o

Yup. Paint Shop Pro. It was a while ago, so I can't remember exactly how I did it, but I'm pretty sure it was one of the 'smoke wisp' brushes. Just play with the brush's density and opacity settings a bit. The highlights were done on a separate layer, smaller brush size, lighter color. Then I used the smudge tool to blend things together a little. When you're done, turn the layers' opacity level down to make the clouds seem lighter.
