Hinata is clan head and takes care of the rain region, her duties involve maintaining relations and protecting the occupants of the Rain from infested creatures.

Sasuke has been sent to the Rain to replace his brother... Who has been missing for a week now.

Brainstorming--
Considering its sci-fi also... I can include aliens. either a) its a illness spread from another exoplanet (via meterorite or alien) which deforms cells (like how cancer creates tumours) and somehow effects neurotransmitters (or chemicals dopamine or serotonin).... b)zombie ant mode. (they're not dead though until they hug a building and release fungus..or something -.-) c)an experiment involving genetic enhancement derived from the combination of different species (i.e fish, dog, snake....lol) the dna replicates itself very fast, and deforms the human host, there are variables in the dna hence making different 'creatures' and some peoples body is able to identify the foreign dna and take action to remove it (more like stall it), this ultimately results in sub deformations, or the creation of a new creature compared to the formation of the contaminator.
