I'm actually pretty sure it's an AU where Sans is killed in Snowdin instead of Papyrus, and so it's up to Papyrus to serve as Judge and avenge him on a No Mercy playthrough.

We don't have any proof of that. He doesn't use them in his battle, but that doesn't necessarily mean he doesn't know about them. He had no intention of actually killing or hurting Frisk, after all. (Considering he immediately stops the fight when you hit 1 hp and he is like the one enemy you can't actually die against.) 

There's actually a part in his fight that says 'Papyrus prepares a non-bone attack and then spends a minute fixing his mistake,' which I have seen theorized (like in this comic) to be Papyrus' own form of Gaster Blasters.

So it's entirely plausible!
