Seeing how characters are set up I'd say the DLC would be either Jerry, Rupert, or that FBI guy.
And, unfortunately, they kinda set up the FBI guy more, cause he seems to have a personal vendetta against the deviants that is never explained.

It would. But I'm not sure it'd fill an entire DLC.
Unless it was a DLC about where side characters were in life when they met the main characters. Then it could have Ralph, Rupert, Jerry, Luther, Carlos' android, even North or Simon or Josh.
