Every pokedex says pretty much the same thing, 'Each wants the other dead'...

... And yet... They can breed?

Being "compatible" doesn't mean they have to like each other
However, I see it more as a rivalry than absolute hatred.
If the Mystery Dungeon spin-off is anything to go by, sometimes you'll get a Rescue request by either Seviper or Zangoose where you have to go trudging through some random dungeon to save the other, and the client will state that they don't like each other, but they need each other (Life is boring without maybe?)
In a different series but a similar "rivalry" scenario, Kaguya Houraisan and Fujiwara no Mokou from the outside seem to thoroughly hate each other and regularly kill each other (They're immortal, so they can't "die"), but when Mokou finds that Kaguya might be returning to the moon she gets scared - she hates Kaguya, but she's the only other one like her, the only other immortal in the world.
So yeah. I think of Seviper and Zangoose having more of a rivalry more than a hatred *from the start* and it just evolves from there - either into a sparring relationship or into (like the dex' says) utter hatred. ^^

Sort of reminds me of a mission I got while playing Red Rescue team. I forgot if it was Seviper or Zangoose who comissioned it, but he basically said that "We're rivals, we may not exactly like each other but we need each other! Please save him!"
