Pretty good! You obviously spent a good amount of time on this.
One thing I would suggest, however, is to blend or fluff some of the brush strokes to give the owl a more feathery appearance. The feathers on the wings look a bit too glossy, especially toward the top. I am also not too sure about the position of the wing in the foreground. Perhaps some additional study on owls would help! But you really are headed in the right direction with this.

I did this in about a half of an hour XD
This was just an AT and I don't really spend much time in such things.
Yes and I could do some things better and I'm still practicing.
I have to understand PSE more to draw better pictures (I didn't used it long time)
