Someone asked some doubts that might be quite useful before commenting, which are the following:
Like in your tutorial, is Premier 100% free?
Yes it is. So don't worry if you have to pay for an account.
I don't have a bank account nor credit card. Can I still create an account and go "Go to my account"?
Firstly, if you don't have a bank account nor credit card, you can still receive money from others and keep them on your account. Unless you got a bank account or credit card, your money might possibily automatically go to your bank account or credit card.
What's the purpose with linking to a bank account or credit card?
It's when you receive money via commissions, or via gifts, etc., it will be automatically (Or you have to transfer it) to your bank account or credit card. So with Paypal, you can earn money and you'll get the money on your account or credit card. A good way to earn (extra) money too.
Do I need to put some money on my account before "working" on it?
Nope. So you can just start with your account with no money on your account. c:

A linked bank account isn't required in order to receive money. You can still get it and spend it on other things. :3

Great tutorial! Just needed to know how to receive payments from paypal for commission purposes. Do I need a webpage with the Paypal link, or could I use my e-mail address I signed up with Paypal to receive payment?

Nope. You can use the currency converter to turn the currency into whatever currency you want. The amount will change automatically as well.

So I went back and checked and.......... my country only has personal and business. How fucked up is that k9. Damn it. XD lol

I have two questions:
- Aren't there any fees when making transaction via Paypal if using "Premier"? What are the fees for example sending 3$ ? Are the transactions only for "Personal" free?
- If your bank account is in a specific currency, and you are receiving money via Paypal in different from your bank account's currency, will you be able to transfer the money from the paypal balance to the bank account ( "4.6 Receiving Money in Multiple Currencies" from Paypal's "UserAgreement" list) ?

So no need to link to a bank account when RECEIVING money, right? How about SENDING money? Also, if you already received some money on your account, can you link it to your bank account later to make it into real money?
