Paint Tool SAI is a good one, and extremely user-friendly. The downside is that it comes with a 30 day free trial, and then once that is over, you have to buy the actual program to save the pictures and all that. (Just telling you what my friend told me about it.)

You may use GIMP, but Paint Tool SAI would be better for if you do not have a tablet, seeing as it has a stabilizer so your lines would be smoother. Unless, of course, you are extremely good at using a mouse for digital.

When you buy it, I believe it is around $70. If you are looking to get the full version, I would torrent it, or find someone who would be willing to give you a copy of it. I don't believe it is worth the money.
