Shining being sure that the royal mane and her owner stay dry. But he has to be sure to let it dry before stopping to use it. So far I didn't see Twilight using it that way. Neither Rarity, but she likes her fashionable umbrellas.

Probably just haven't had the setup to see this kind of thing in the show. I think this kind of "mundane utility" (tvtropes.org/pmwiki/pmwiki.php… ) is at least part of the reason why we see Twilight pull off that shielding spell multiple times without the usual "flip a coin. heads it works. tails it doesn't" results of her spell casting (another part, of course, being the sentimental value coming as it does from her "B.B.B.F.F.")
