I know this is stupid, and Im dumb.
But, how do you use bases?

well its simple actually its not stupid
You take an OC or character that you want and use the base to help draw out the character
What I do is get a picture of who I want to draw
And then I copy it (base) to my drawing software (In my case it's MS Paint)
