The fact that her "not technicaly real sister" is desperatly trying to make him understand that she's madly in love with him and obviously want him to love her back, touch her, become her boyfriend and have sex with him but is more blind than a bat to realise it and not see it ?
Or the fact that she is having fun with her friends and having some sexy time with them all while giving them what they wished for ? (Which is not really Jack business.)
In my opinion, Jack is the one who should start confessing thing to Rose. Like his feeling to her and how turned on he is from her ultra divine sexy body, so that this little game stop turning around first base for nothing and start moving foward to second base.

Actually, heβs not blind to it, which makes it more awkward for him. They actually already had a moment long ago where Rose confessed. And Jack basically said because they grew up together he more than likely wonβt see her as anything other than his sister. But he did mention that βmaybeβ one day things might change, but nowhere soon though.
