Ember Celica is one of the lighter weapons, remember dust rounds are not exactly like explosion propelled bullets, it's likely that lighter materials are used than in our world. Also remember the giant speaker she carried for the dance? That is a good measure of how strong she is.

How do you know Ember Celica is light?
The recoil from firing is enough to propel her into the air and yet she manages to push her way through it whenever she punches someone. The recoil doesn't throw her arms back.

because presumably its made out of much of the same materials as Crescent Rose, and Ruby has no problems with her weapon despite it being many times larger than her sisters weapons. maybe about the same size when Crescent Rose is collapsed and Ember Celica 'are' in their expended form (when describing them as Yang's weapon(s) they are referred to a a single set when talking about them individually/specifically they are plural, we still don't know which ones Ember and which ones Celica) the recoil stuff is do to her strength and semblance, she can lift a giant speaker no problem, punching hard enough to negate recoil (which from what I understand is completely controllable through aura) is a non-issue, dust is not like our explosives, and doesn't abide by Newtonian physics necessarily, therefore we cannot use them as more than just suggested guidelines on the subject of dust. Or maybe Ruby is just really strong and well trained.
We don't know what materials their weapons are made of.
Even when collapsed, their weapons still weigh the same, as explained when Jaune showed Ruby his shield.

yes but i'm using size as a means to approximate weight , we can presume they used the same materials because they made them at the same forge (the one at Signal presumably), and can afford the same stuff (rely on same wallet). And considering that they are weapons, only materials deemed as the current 'weapons grade' would be allowed to be used, and considering that Ruby's is part sniper rifle, she may even had been required to use even higher grade metal, which usually means heavier,

ammunition does not weigh a whole ton comparatively to the weapon unless the ammunition is a significant fraction of the size of the weapon itself (say rockets for rocket launchers) the ammunition would probably add about a quarter-a half a pound at most, not enough to make a difference

Not so much that, but lets use real world frame of reference, the majority of the weight in a bullet (assuming standard solid bullet) is the metal of the bullet itself, which in most cases is less dense than the metal the gun is made of (exceptions are lead and depleted uranium rounds), add to that there is much more metal in the gun itself than whats in the bullets, that comparatively there is little difference in mass. A loaded gun is not much heavier than an unloaded gun.
