This is for an admin project and will often be seen in the main ~chat rooms.

It's for use in dAmn purely for notices directed at individual deviants. Therefore the background of the message will be white, and thus it is white on this.

Is there really much of a point though?
For one, People skin dA, all sorts of colours. Transparency would fit better
Transparency probably uses less filesize
and three, the original bullet emotes would fit this better.
