For lack of a better title... o.O;;I did this in about ten minutes in Photoshop Elements 2.0. Yes, I got upgraded from 1.0 today! Yay!
Anyway, I was actually inspired to do this by an airbrushing at the mall today that had a similar night-ish effect to it. It was pretty cool. I didn't see the name of the vendor, though.
