From Sgt. Frog, episode 24 (I think). When they just meet Kogoro and he becomes part of a TV show to get a job, and they're loving his acting (or lack of acting) so Tamama gets jealous (like always) and says, "Look at all the attention he's getting..." Then he and Keroro just barge in on the show and demolish everything on the set.
My new sketchbook is a little big to fit in my scanner, so there's a shadow on the bottom... I'll probably try scanning it again later to see if I can fix that.
The Hiragana characters above his head say "iina" or "lucky, lucky, lucky, lucky, lucky, lucky," over and over again.
