Pein (or Pain) is the mysterious 'leader' seen in many of the Akatsuki scenes in Naruto. Not much is known about him, though Pein has six bodies that once belonged to people Jiraiya met in his travels. Pein has the Rinnegan eye technique, which explains his bizarre eyes, as well as a lot of piercings and red hair.
^^ Hope that helped you out a bit. You can always look him of on wikipedia, and Pein's making more appearances in the manga now (not to mention the anime's starting to catch up... slightly :/).
