Daemon Plants are the manifested concepts- which are ever-evolving in accordance with the intelligence and culture of races across the omniverse, which exist in the true reality where the purest ideal of the concept exists. With the various Daemon foods being avatars of those concepts, thus it's impossible to truly get rid of Daemons without removing the very concept of the ideal. This in turn makes Shanks' goals of eliminating Daemon plants ultimately pointless as they are a fundamental concept and a necessary natural defense mechanism to prevent Haki- which originates from EMPTY/LOST, from consuming reality by focusing on dreams rather than ambition. People who live extraordinary enough lives leave an imprint on reality that manifests them as an ideal- this is how Gods, Devils, Mythical Heroes, Demigods, and more recently Legendary Heroes, Political/Scientific/Cultural Figures, Cultural Icons, Superheroes, etc. can generate Daemon foods to emulate those figures. Monkey D. Sora was such a figure, being held as the founder of the Marines, deified as a figure of propaganda, but as Figarland Imu notes, being someone who has a bigger picture mindset than Umi, to manifest an ideal protector for the W.G.- The Human-Human: Hero of the Sea- Sora. Koby being the latest recipient and unlike other candidates like Sora the 40th, was able to truly manifest the power and awaken the form. Imu managed to convince Koby to fight Luffy as his inadvertent actions would cause the chaos of the OLD WORLD to plunge the world into more anarchy than it already has. Koby would reluctantly use the power on Luffy.

As an embodiment of the Marine/W.G's justice, Sora has the powers of levitation, absolute physical attributes, regenerative healing factor, teleportation, matter manipulation, telekinesis, telepathy, innate future sight, cosmic awareness, sky manipulation, ocean manipulation, shape-shifting arm blades/scarf, Intuitive Aptitude, reactive adaptability, Haki absorption, power replication, limited intangibility, force-field generation, elasticity, self-replication, imperceptibility, portal creation, eye lasers, energy construct generation, time stop, and miracle performing on top of the usual buffs of an Awakened Zoan.
