ummm...sort of, its a combination of a girls avatar on Go-gaia(her name is washu^^!) and the Tenchi washu!

The flowy dress is so pretty with all those cream-like and light blue colors... *_*
I also like the combination of green eyes and red hair; it's not too striking, but it adds a lot to the image.
