This page was really special to read, from all the twists and turns the "Project Springtrap" arc taken it's been quite the emotional rollercoaster and a joy to read (despite all the sadness and dark points, but that's one of the things I personally call a good story, 'cause it can hit home where it feels the most or make me as the reader feel for it's characters)!
What makes this page special to me is 'cause it feels like BOB got a slight glimmer of revelation, a some kind state of clear mind where he (The full quote of the title brings even more clues to what BOB's passed) for a short moment, sees his past victim as something more than just a prey to take out his aggressions or gaining an adrealine rush.
"It's kind of like his mind and perception of people and the world at large was already differently wired from the very beginning, but got more knotted and bundled up in there until it got hardwired in the wrong way. Maybe something a keen to empathy or a desire for company is there somewhere, but the signal has certainly not reach it's wanted destination for him to be able to feel and understand it."
I'm not saying BOB would suddenly have a revelation similar Robert in Leda's interpretation of the Purple Man aka Springtrap. But I get the feeling that he might slowly learn that the world is neither his enemy or his prey, and maybe then he'll starts to open his Eyes more often.

Question, in the second panel, is that a grammer mistake or am I just reading it wrong? "We're all of us here", mabye you meant "We're all here"? Just a question, not trying to be a grammer nazi or anything, was just curious. Also entirely possible i'm just reading it wrong at the moment.

Richie's got a point, it's been so long since the murders there's really no point in apologising anymore :/ so much stuff has happened since then. So much worse stuff because they themselves are now killers with a bigger body count than him perhaps.

Not really. Perhaps it doesn't matter so much from the perspective of those done wrong--after long enough, people usually forget, and it doesn't matter so much to them anymore. Whether someone apologizes for some way they wronged you or not, YOU can move on. However, for the one who did the wrong, it's different. Since Springtrap is a sociopath, this may not apply, but in my experience, even a little thing can haunt you for years until you finally apologize. As it is, so long as he doesn't feel remorse for what he did, that will mean something about him, and if he does feel remorse but doesn't apologize, he won't be able to move on until he does.
In fact, I have a theory that he won't be able to leave Fazbear's Fright (via balloon or otherwise) until he genuinely apologizes. (I have no idea what's keeping the children from moving on, though. Maybe they're there to let Springtrap apologize to them, or they need to hear the apology, or something.)

You're on the right track. In this comic it's the state of the soul that matters. An apology can help both sides let go of old grievances, but if the victim has already let it go, then they may not need it. But if Springtrap doesn't show regret for the harm he's done...well, there's nowhere for him to go in that state.
The Puppet wants to forgive Springtrap, but he's also protective of the ghost children. As long as Springtrap refuses to admit to any regret, the Puppet won't be able to.
