Well I can explain now:
Lithium is trying to enhance human's ability for the war, you know, make human stronger, faster, smarter.
Lithium's other experimental subjects keeps failing, couldn't adapt with the enhancement process.
So he keep searching for someone who could, and thus ended up trying it on Neire, which is a successful one.
After the successful enhancement, Neire can transform into a powerful form and able to use supernatural power 8D
