I have really no idea. My idea of what dommes would usually be like tend to conflict themselves in a lot of places, so I just kinda do whatever might possibly make the slightest bit of sense. =w='
And in this case, I'd just assume dommes wear heels because it forces them to move about in a more seductive fashion. And with seductiveness being one of the more commonly associated traits of dommes, I just kinda put them on her as such.
Though your argument does make sense, too. Cause as much as it plays towards the seductiveness aspect, it also makes them vulnerable, as they are struggling with the less appreciated aspects of wearing intense heels.

One of my biggest fetishes is women not wearing shoes in situations where you would expect them to wear shoes, and it's kind of double edged. It can be a confidence thing if they're being dominant, showing how comfortable and at home they are in their environment, or it can be a vulnerability thing if they're submissive, making them underdressed and maybe underequipped compared to the people around them. And note that I don't necessarily mean barefoot here, the symbolism works better for me if they're wearing socks, tights, nylons, or something to indicate that the lack of shoes isn't just because they didn't get dressed.Β

That's definitely true, ballet boots are the natural next step. There are plenty of other intermediate or additional steps too. Glue a layer of dry rice or peas to the inside of a pair of heels to really hammer home the point, or I guess you could just as easily do the same thing to a pair of iron ballet boots.
I think on men specifically I aesthetically prefer high heels to ballet boots, because with heels you get "he's not supposed to be wearing those!" effect that's kind of lost a bit with ballet boots, since *nobody* is supposed to be wearing those...
