This picture is just hilarious in my eyes; they're fighting, but they look bored or annoyed by fighting, as if this was an inconvenience and/or something that happens way too frequently.

As to why they look like that, let's just say both dislike each other quite a bit. (Me and the commissioner discussed how the two would interact with each other).
2B is the input for a move in them's fightin' herds. It's another way of saying crouching medium attack, which Oleander can anti-air her opponent with, but most anime fighters have weird notations for inputs for their games.
