This is from a fanfic called Fallout Equestria. This scene is from chapter 2 or something (I haven't read in a long time). But let me try to sum up how she ended up like this.
She lived in a vault that shielded the inhabitants from the radioactive fallout. The vault hasn't opened since it was closed. She had a terrible life. The only mare that brightened her life was Velvet, who was also a singer. One day, Velvet wanted Littlepip (the mare in the picture) to release her "chain to fate" (that glowing thing in front of the fire), without Littlepip's knowledge, so she could head outside the vault. Littlepip was worry about her and headed outside. She thought that if she convinced her to go back, the vault inhabitants would welcome their return. She made a mistake and had to live outside, in the desolate wasteland.
