Ever since the accident, Elsa was forced to isolate herself from her sister Anna and keep her cryokinesis under wraps, fearing she might hurt her again or worse. As the years passed, Anna would try and fail to get Elsa to come out of her room.

Elsa forcefully isolates herself to protect Anna and those she cares about, believing things can never be how they once were before. It's hard not to.
