hello I have a question. I found a random image that I wanted to use as a texture. Would I have to search for the artist that made that image and credit them? Or can I just use the image.

Yes, SAI also has a clipping mask option, it is placed on top of the Layer Section where it says "Clipping Group".

¿Te refieres al borde blanco alrededor del personaje? Sólo tienes que darle dobre click a la capa y escoger la opción "Trazo" que te aparecerá en una nueva ventanita. Desde ahí puedes cambiarle el color y el grosor a tu gusto.
